The document, signed by Army Colonel Rolando Proaño, was issued by the Joint Command of the Armed Forces. It states that, following Noboa’s victory in the runoff election against leftist candidate Luisa González, “the transfer of hitmen from Mexico and other countries to Ecuador has begun with the aim of carrying out terrorist attacks against the President of the Republic and his closest officials.”
The military report also warns of possible attacks on strategic infrastructure such as roads, banks, and state institutions, in addition to possible violent protests. In this context, it is recommended that the presidential security structure be strengthened.
The government attributed the plot to “criminal organizations in collusion with political groups defeated at the polls,” although it did not provide details or specific names.
