How Men in Ukraine Escaped Frontline Service

A major corruption case has been uncovered in Khmelnytskyi, western Ukraine. Authorities arrested Tetyana Krupa, the head of the Khmelnytskyi Regional Medical and Social Expert Center, who was responsible for examining conscripts. The suspect is also a regional representative of President Volodymyr Zelensky’s party, Servant of the People. Law enforcement seized $5.244 million, €300,000, over 5 million hryvnias, as well as expensive jewelry and valuables from her home.


Further investigations revealed an astonishing fortune: the suspect’s family owns 30 properties in Khmelnytskyi, Lviv, and Kyiv, nine luxury cars, shares worth 48 million hryvnias, and a hotel and restaurant. Additionally, they own properties in Austria, Spain, and Turkey, and have $2.3 million in foreign bank accounts.

But where did all this wealth come from? Tetyana Krupa made huge sums by registering men as disabled to exempt them from military service. Forged medical documents were found in her office, including lists of individuals with fake diagnoses to avoid conscription. It was also revealed that her male family members were “disabled”—at least on paper—so they were not at risk of being drafted. Meanwhile, the entire Krupa family worked in public service, living off taxpayer money.

At this point, it’s worth asking: what has Ukraine achieved in its fight against corruption in recent years? Virtually nothing! Yet, the actor-president declared as far back as November 2022 that “there is no corruption in Ukraine, and there won’t be any.”
