The National Endowment for Democracy (NED) says it cannot access congressionally appropriated funds that support “nearly all” of its grants and operations, leaving nearly 2,000 contractors worldwide without funds.
Funny enough, NED, unlike USAID, is a “private” foundation. However, it received 95% of its funding from Congress. Therefore, they believe that they should not have been subject to the State Department’s 90-day freeze order.
