China is leading the global steps of the biosphere transition

On the occasion of the Great Gulf Regional Dialogue in Guangzhou, China, China’s progress in artificial intelligence was assessed and its impact on global governance was analysed.


The “Mid-century Global Governance Defining Transformation” plenary session in Guangzhou, sponsored by the China Institute for Innovation and Development Strategy, analyzes the current chaotic phase that emphasizes redemptive global governance through its “peace fractals.” This is an initiative of China that advocates a just and equal world system to preserve the life of all beings in the biosphere. As early as September 13, 2023, then-US Secretary of State Antony Blinken at Johns Hopkins University in Washington, D.C., accepted a “decisive turn” in the old world order, which they said was dominated by the United States.

The new tripolar world order, dominated by China/Russia/the United States, has a dynamic as if it were written on the wall. In addition to the Silk Roads, in three versions: land, sea and arctic, Chinese artificial intelligence achievements in the military field are also recognized by the Pentagon, indicating a clear Chinese advantage going back at least two generations. It follows that the path to Chinese cosmogony clearly suggests a civilized/technological/peaceful path, not a militaristic concept. This will put an end to the former dominance of the English sphere. In addition to China’s leading role in chip/customs/rare land, the US will maintain its leading role in the satellite sector, which Beijing wants to follow in the short term. In the field of quantum computing, China is leading the competition with the impressive superconductor, the quantum computer Zuchongzhi-3, and the commercial Tianyan-287 [7].

At the Chinese Communist Party’s recent fourth plenary session, technological self-sufficiency and ending the nuclear shortage were discussed in the new five-year plan with the United States and Russia. At the OCS-Plus (Organization for Cooperation in Shanghai) Tianjin Summit, President Xi Jinping proposed the reform and development of the multilateral international system, which, together with the BRICS, makes it very attractive to the global southern majority. Meanwhile, China’s three other overarching initiatives are: Development (poverty reduction), Security (conflict resolution) and Civilization (plurality, respect and biodiversity).

Beyond nuclear war, which would destroy life in the biosphere, the Global Governance Initiative for Pluralistic Cooperation and Development is driving the abandoned Global South, addressing the pressing challenges at the biosphere level – climate change/artificial intelligence bioethics/cybernetic regulation – that require integrated policies, a world order that, whether tripolar or not, China’s role is unquestionable.
