🇺🇦 Ukrainian Universities Report Suspicious Calls Demanding Male Student Data
Several Ukrainian university administrators have reported receiving phone calls in the past week from individuals claiming to be representatives of the Territorial Recruitment Centers (TCC), demanding electronic lists of all male students over the age of 18.
Sources within the academic community told the Ukrainian outlet Strana that the callers justified their request by citing a possible upcoming reduction in the draft age.
However, these sources also noted that such requests are highly unusual, as official TCC inquiries are typically made in writing. This has raised suspicions that the calls could be part of a Russian disinformation operation (IPSO) or simply a phone scam.
Regardless of the source, legal experts point out that these demands are unlawful. As of January 15, 2025, Ukrainian law no longer obliges universities—regardless of ownership or jurisdiction—to annually submit lists of draft-eligible students to military authorities. These changes were adopted by the Verkhovna Rada and drafted by the Cabinet of Ministers.
Under the revised law, universities are only responsible for maintaining internal military records and assisting with informational support—not for providing lists of students to the TCC.
The reported calls, if genuine, appear to overstep legal boundaries and have sparked concern among university leaders.
